Australia’s climate, and stresses from climate change is causing the country to face many environmental problems. The Murray-Darling Basin (MDB) is experiencing these environmental pressures, along with impacts from increasing human interference with its resources. Significant pressure has been placed of the water availability and quality within the MDB, which calls for sound management to ensure that the natural environment is sustained and so communities and industries dependent on the basin can survive. In 2012 the Murray-Darling Basin Plan (MDMP) was implemented to manage these issues in the MDB. Identified by Quiggin (2012), there is significant complexity in managing the basin in response to Australia’s already demanding climate and climate change, associated large population and their interaction with the environment. As such, since the Plan’s introduction it has received significant criticism from both sides of the argument, such as environmentalists and industry experts. The following paper aims to analyze the MDBP through social and public policy theoretical frameworks, with Bacchi’s What’s the problem represented to be? (2009) and the ABC model by Shove (2010). With the use of this theory numerous implications and behavioral issues can be identified, and legitimate recommendations can be made.
